Job description: Description and FunctionsOpen Until FilledGENERAL DESCRIPTION:The Wyoming Department of Health is seeking a Health Information Exchange (HIE) Program Manager for the Division of Healthcare Financing. This position is responsible for managing all aspects of the HIE Contract and all implementation, project management, and related operational management of the Wyoming Frontier Information (WYFI) statewide Health Information Exchange. This position performs numerous activities in the analysis of policy, system design, strategic planning, and partner outreach.The WYFI Health Information Exchange is another major system and serves a statewide population. The HIE has over $12 million invested and upgrades are treated as major projects requiring project management, planning, and contract oversight. The HIE area requires long-term planning and oversight, with this position being involved in enhancements and major projects. Direct contract and day-to-day management of the HIE are performed by the Health Information Exchange Manager. This function enables data sharing between Electronic Health Record systems owned by providers and between WYFI HIE and other state and national HIEs.This statewide system is intended to benefit the entire Wyoming population and increase data sharing among Wyoming providers to improve care and safety. The HIE contract has ongoing operational costs of over $1,000,000 annually, plus enhancement and upgrade budgets. This system serves the entire State population, with additional focused capabilities on the Medicaid program. The HIE also needs to continue to onboard additional Wyoming Department of Health programs and other Agencies such as the Department of Family Services. This position must be successful in running the projects effectively, while also building momentum and interest from other Departments to participate in these newer systems. This position reports directly to the Medicaid Data Warehouse, Health Information Exchange, and Special Projects Manager.Human Resource Contact:ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.
- Leads the Health Information Exchange (HIE) efforts including implementation, provider recruitment, policy, procedures, Executive Board coordination, and ongoing daily operations.
- Management of the Statewide Health Information Exchange (HIE) contract, which provides electronic health information exchange across a large participating group of Wyoming providers.
- Monitors contractor deliverables and ensures contract compliance.
- Provides application design, development, support, and architecture for the statewide HIE-supported production software solutions.
- Provides strategic direction and leadership in defining platform architecture, data exchange model, and specific data to be exchanged among the Centers for Medicare and Medicaid Services, regional health information organizations, and other stakeholders in the broader healthcare delivery arena.
- Actively participates and interacts with healthcare industry standards bodies. Direct the implementation and evolution of the appropriate architecture to ensure connectivity, robustness, and availability.
- Implements enforcement mechanisms that ensure appropriate safeguards are in place and those legal and policy requirements that protect health information are adhered to.
- Evaluate and enhance internal processes and integration-related principles and methodologies.
- Sets goals, objectives, and performance measures for the exchange of health information that reflects the consensus of key stakeholders and assures coordination, integration, and alignment of efforts.
- Collaborates with program managers and administrators to understand the Department’s priorities and objectives related to health information technology and public reporting.
- Works with program managers and administrators to ensure the standardization of quality and outcome reporting measures and technologies across the Department
Provides guidance and support to State Self-Assessment functions as they relate to the Health Information Exchange adoption. * Coordinates the development of policy related to informatics and data sharing among programs.
- Tests interface with healthcare organizations. Enhances, monitors, tests, and troubleshoots existing interfaces and interacts with end users to ensure existing systems are meeting end-user needs.
QualificationsKNOWLEDGE:
- Ability to troubleshoot complex issues and resolve or make recommendations on solutions.
- Ability to effectively interact with and present to all levels of management and technical peers on solutions, architecture, and issues.
- Ability to learn new and emerging technologies quickly.
- Knowledge of State Medicaid Management Information Systems, Health Information Technology, and Health Information Exchange.
- Knowledge of Meaningful Use as it relates to Health Information Technology and the Medicaid Provider Incentive Program.
- Knowledge and understanding of HL7 v2.x and 3.x, ADT, and C-CDA (XML), FHIR Version R4, as well as integrating the Healthcare Enterprise (IHE) standards.
- Ability to assess the necessary changes to the various Medicaid systems to comply with the Health Insurance Portability and Accountability Act of 1996 (HIPAA), X12 version 5010 transactions and standards, and International Classification of Diseases (ICD)-10 code set.
- Ability to gather functional and non-functional requirements expeditiously and effectively.
- Understanding of and ability to use State Statutes, Federal Regulations, and general healthcare industry standards to form objective opinions, write position papers, and provide supported recommendations to the State Medicaid Agent.
- Ability to plan, schedule, and organize multiple priorities and a high volume of work.
Coordinate with other programs. * Detail-oriented and able to work with a high volume of information in a fast-paced environment.
- Excellent communication abilities; written, interpersonal, and oral.
